BACKGROUND INFORMATION

The National Community Development Association is a national nonprofit organization with a membership of over 550 local governments across the country that administer federally-supported community and economic development, housing, and human service programs, including the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. Since 1968, NCDA has been at the forefront in securing effective and responsive housing and community development programs for local governments. The Association provides timely, direct information and technical support to its members on federal housing and community development programs.

NCDA has worked with HUD to provide technical assistance on the HOME program to its members since the program began in 1992, and NCDA joined NAHTI in 1994. The technical assistance provided by NCDA has included HOME program training, guidebooks on a variety of HOME technical issues, and case studies. In particular, NCDA has a proven track record of providing HOME Refresher Course training sessions to its members and recently began delivering Intermediate/Advanced HOME training. Year after year, NCDA's members continue to request the training as a means of keeping abreast of the HOME program, training new staff on the program, and as a training resource for existing HOME staff at the local level. HOME Refresher Course Training

This one-day training course provides a basic understanding of the HOME program to new program administrators. Long-time HOME professionals also find the course helpful as a "refresher" of their understanding of the program. This course covers everything from an overview of the HOME rules to an in depth discussion of the eligible HOME activities (owner-occupied rehabilitation; home buyer assistance; rental housing acquisition, rehabilitation, development; and tenant-based rental assistance). The training also covers CHDOs, property standards, affordability periods, income eligibility, ineligible uses of HOME funds, and other overlapping federal regulations. The course also provides each participant with a "HOME Quickfinder," a quick reference guide to the HOME program.

Advanced HOME Training

This one-day training course is tailored to the needs of NCDA's members. This training is usually held during NCDA's regional meetings and members from the region decide which advanced topics to focus upon in the training. Topics in the past have included recapture/resale, monitoring, CHDOs, and lead based paint. This training is designed for the HOME professional, new or experienced, who is involved in all aspects of the HOME program.

CHDO Training for Local Participating Jurisdictions

This one-day training is targeted to local participating jurisdictions that work with Community Housing Development Organizations (CHDOs). This training was developed in conjunction with the National Association for County Community and Economic Development, National Association of Housing and Redevelopment Officials, and the Council of State Community Development Agencies. A comprehensive training manual is provided to each participant that can be used as a referral tool in the future. The training covers all aspects of working with CHDOs, including CHDO selection and qualification, CHDO project selection, underwriting and financing, analyzing CHDO needs and capacity, and managing the process and CHDO relationships.
