The Council of State Community Development Agencies (COSCDA) has been providing technical assistance to states and other member agencies since 1974 as one of the founding members of the National Affordable Housing Training Institute (NAHTI). Based on the needs of our members, COSCDA focuses on providing information to participating jurisdictions regarding how HOME funds can be used to compliment states' efforts to manage growth and development.
